Clay soils move with the seasons. Footings are engineered for that movement, not poured and hoped for.
Coastal salt
Salt air attacks mortar and reinforcing steel. Material and mix are chosen to resist corrosion, not just cost.

One of California's highest earthquake classifications. It changes how walls and footings must be reinforced.
Work built without accounting for those three things does not last here. Ours is specified around them.
