Concrete fails here for three reasons.
Most concrete in San Diego does not fail because of cheap materials. It fails because of soil, salt and heat — and every project here should be planned around these three variables before the concrete is ordered.
Soil is classed as expansive when its expansion index exceeds 20 by the ASTM D4829 test, under Chapter 18 of the building code. Much of San Diego's coastal plain and marine terraces sit on clay that swells when wet and shrinks when dry — pushing on every slab, footing and wall in ground contact.
ACI 318 assigns concrete exposed to moisture plus an outside chloride source to Exposure Class C2. Coastal salt air qualifies. C2 concrete requires a water-cementitious ratio no higher than 0.40, and more cover over the reinforcing steel.
Cement hydration roughly doubles in speed for every 18°F rise in temperature. A mix with 90 minutes of working life at 70°F may have only 45 minutes at 95°F. Work that runs out of time leaves cold joints and surfaces that never close properly.

What San Diego actually requires in permits.
This is where most homeowners get caught out. The rule is simpler than it looks: it depends on whether the concrete sits on your property or in the public right of way.
Usually no building permit
Sidewalks and driveways that sit no more than 30 inches above adjacent grade, are not over a basement or story below, and are not part of an accessible route, are exempt from a building permit under the residential code. That covers most at-grade patios, walkways and driveway surfaces.
A permit every time
Your driveway approach, apron, curb, gutter and sidewalk are in the public right of way. Any work there needs a City of San Diego Right-of-Way Permit under Information Bulletin 165. Plans for minor standard work must use the city's DS-3179 template and follow the San Diego Regional Standard Drawings.
- Replacing a driveway in the same footprint with no change to the curb cut is generally exempt. A new or widened curb cut is not.
- Driveway width limits come from San Diego Municipal Code §142.0560. Visibility triangles are set by §113.0273 at 10 feet for driveways and 25 feet at street corners.
- Work encroaching into the street or sidewalk may also need a Traffic Control Permit under §129.0702.
- A curb outlet or sidewalk underdrain connecting private drainage to public infrastructure is a separate submitted item requiring stormwater review.
- Typical city processing time runs about three weeks.
Sidewalk repair — who pays
The City maintains sidewalks fronting city-owned property, and damage caused by heat expansion, city utility work, grade subsidence or trees in the right of way. Normal wear and tear, age damage, and damage from private trees are the property owner's responsibility. The Safe Sidewalk Program fee holiday ended on 1 July 2026, so a Right-of-Way Permit is now required for all sidewalk repairs.
Stormwater thresholds on larger jobs
If a project creates or replaces 10,000 square feet or more of impervious surface across the site, it becomes a Priority Development Project with added stormwater requirements. The threshold counts added plus replaced surface, not the net increase — a project that adds 7,500 sq ft and removes 4,000 still counts as 7,500.

These are the numbers that decide whether a slab is still flat in fifteen years.
San Diego sits in Seismic Design Category D. Code minimum is 3,000 psi at 28 days for SDC D0–D2, not the 2,500 psi used in lower seismic categories. Coastal C2 exposure pushes ACI 318's requirement to 5,000 psi with a maximum 0.40 water-cementitious ratio.
ACI 318 recommends a minimum of 1.5 inches of cover for most structures; ACI 357 recommends 2.5 inches in marine environments. Chloride ions take four times as long to reach rebar at 2 inches as they do at 1 inch.
For unreinforced slabs on grade, ACI 360R sets joint spacing at 24–36 times the slab thickness — a 4-inch slab means joints every 8–12 feet. Cuts must be at least a quarter of the slab depth. Panels should stay close to square, length-to-width no greater than 1.5 to 1.
Saw cuts go in as soon as the slab can carry the saw without ravelling, typically 4–12 hours after placement. Missing that window is the single most common cause of random mid-panel cracking.
Concrete at a 0.40 water-cement ratio needs about seven days of moist curing at 70°F. The same concrete at 0.60 needs roughly six months to reach equivalent performance.
When the calculated evaporation rate approaches 0.2 lb/ft²/hour, plastic shrinkage cracking becomes likely. Preventive measures belong in place before placement, not after. Water is never added on site beyond the mix design.
City geotechnical standards call for a pavement base compacted to at least 95% of maximum dry density by ASTM D1557. Imported fill should be granular, with an expansion index under 50 and rocks over 3 inches kept out of the top 2 feet.

For scale: a 400 sq ft patio in broom finish generally lands between $2,800 and $4,800. The same patio stamped and coloured runs $6,000 to $10,000.
Two things push San Diego pricing above the national average. Ready-mix cannot travel more than about 90 minutes from the plant before it starts to set, so every metro is its own market with only a handful of producers. Construction material prices rose 6.2% across 2025 by the Bureau of Labor Statistics Producer Price Index, with cement continuing to climb into 2026.
What your written proposal should contain.
- Line item pricing. Materials, labour, site preparation, permits and cleanup as separate figures. A vague "site prep" line is where change orders hide.
- Slab thickness & reinforcement. Stated in inches, with the reinforcement type named. Four inches and six inches are different jobs at different prices.
- Joint layout. Where the control joints go and how deep they will be cut. If a proposal doesn't mention joints at all, ask why.
- Mix specification. The specified strength in psi, and for coastal properties, the water-cementitious ratio.
- Base preparation. Depth of base material and the compaction standard it will be built to.
- Permits. Which permits apply, and who is responsible for pulling them. If the answer is you, treat that as a warning sign.
- Drainage. The direction and amount of fall, and where the water is going to end up.
- A written timeline. Including when the surface can take foot traffic and when it can take vehicles.

Do I need a permit for a concrete patio in San Diego?

How long before I can use a new driveway?
Foot traffic is generally fine after a few days. Vehicles should wait longer. Concrete reaches its specified strength at 28 days, and moist curing during the first week does most of the work. You should get a specific date in writing.
Why does concrete crack?
All concrete shrinks as it cures. The job is to decide where it cracks, using correctly spaced and correctly deep joints. Cracking at a joint is normal. Random cracking across a panel usually means the joints were too far apart, too shallow, or cut too late.
How thick should my driveway be?
Most San Diego residential driveways use 4 to 6 inches depending on vehicle weight. Heavier vehicles, RV parking and poor subgrade push toward the thicker end, often with reinforcement.
Is concrete or pavers better here?

Can concrete be placed in summer?
Yes, with planning. Hot-weather work should be scheduled early in the day, with the mix adjusted and evaporation control in place before placement rather than after. About 85 percent of San Diego rainfall falls between November and March, so summer is a good window when it is managed properly.
